Development Services

The Development Services Department encourages those needing assistance to contact the office before arrival. Planning and Zoning Division staff can be reached at (480) 474-5083. For building permits and inspections, please contact the Building Division at (480) 474-5156.

We will rearrange the front lobby to accommodate federal and local guidelines and ask that no more than 4 people are in the lobby at one time.  Staff will be wearing masks and encourage customers to do the same.

Building Division 

Building permits - building permit applications are being accepted in-person, via email and via US Mail or other delivery services. Questions can be emailed to or you can call (480) 474-5156.

**When sending/submitting any application online via emailyou must put the site address in the subject line. If the site is a vacant property you must put the Pinal County Assessor’s parcel number in the subject lineIf the subject line is empty, your email will be deletedIt is your responsibility to ensure your application  has been received by either a follow up email or phone call to our office at 480-474-5156.

For permits submitted via email like solar, electrical, small residential, etc. we are temporarily suspending the printing fees.  Remember that the maximum file size we can receive is 10 megabytes. Any drawings/plans submitted must be in PDF format. The 10 MB is the sum total of the sizes of the attachments, and 1000 kilobytes KB = 1 MB.

***The documents and information required to be submitted for a permit are the same as always and include site plan, floor plans, construction details, etc. Applications and Forms can be found at 

Currently our review times are the standard three weeks and inspections are being carried out as normal.

Building Inspections - at this time building inspections are occurring as normal. Please note that inspections requiring accessing the interior of an occupied home are being evaluated on a case by case basis. They still need to be scheduled via email at or by calling (480) 474-5101. Please remember to provide a call back number.

General Information

  • The City participates in both HOME and CDBG (Community Development Block Grant) Programs offered through the Arizona Department of Housing.
