Operating license means all activities conducted by a person who is deemed not to be in business. Persons deemed not to be in business means a person who is either:
A federally exempt organization which has received a determination of exemption under 26 U.S.C, Section 501(c)
The Federal Government, the State of Arizona, any other state, or any political subdivision, department or agency
A public educational entity operated pursuant to any provision of Title 15, Arizona Revised Statutes. There is no fee for an Operating license provided adequate proof is provided for the sections above.
